Contacting People By State

This is a state-by-state guide on how to communicate with people inside. The information focuses on the rules and restrictions of mail correspondence, but we also include basic email, phone and payment information where available. Please note that rules and guidelines at private prisons and jails will likely differ from their state or federally run counterparts. 

When navigating this resource, one important trend to keep in mind is that many DOCs are transitioning to third-party mailing services. Mail is addressed to the off-site service, which scans incoming letters and sends the scans to the incarcerated recipient. Because the physical letter never enters the facility, the rules for what can be sent to a third-party service are typically more relaxed. 

It is still good practice to follow the suggestions below to ensure clarity of the scan.

General rules of thumb for mailing letters and other reading materials into carceral institutions:

  • Do not use address labels or sticky notes. Nothing should be affixed to the letter.
  • Use black or blue ink only (If you are sending a mass mailing to multiple states, we recommend printing in black and white to ensure that it doesn’t get rejected).
  • Use white paper and envelopes. We recommend using the lightest-weight paper you can to keep mailing costs down.
  • At a minimum, all mail should include the return address of the sender; the legal name of the recipient and DOC identification number of the addressee; and the name and mailing address of the facility. 
  • The sender in the return address should match the person who signs the letter.
  • Assume all non-confidential or non-legal mail is subject to inspection.

General rules of thumb for mailing to a third-party mailing service:

  • Make sure letters are printed clearly and leave ample margins to ensure the document will scan well.
  • Sending forms to be signed and returned is often not possible.
  • Publications (newspapers, magazines, etc.) usually do not get sent to the third-party mailing site. If you would like to send a publication, we recommend double-checking the rules on both where to send the publication and from whom it can be sent.

Please note that the information about accepted payment systems comes from corrections websites meant for friends and family. In addition to the online services noted, money orders and certain checks can sometimes be used.

Disclaimer: PJP avoids using “inmate” to refer to people who are incarcerated, but we have left the term in this resource when it is part of an official name.

Federal Prisons

Weight limit: 16 ounces
Recipient receives: Black and white photocopies at any facility above minimum security; minimum or low security facilities may differ.
Publications: Must be sent directly from the publisher, book club or book store, unless at a minimum security facility, in which case softcover publications (other than newspapers) can be received from any source. Newspapers must always come from the publisher.
Rules and restrictions: Differs depending on the security level. Best practice is to write single-sided only and in blue or black ink to ensure clarity if photocopied.

California

Weight limit: 13 ounces for first class mail; 16 ounces for bulk mail. Some mail rooms may be less informed, so sticking to 13 ounces generally is better if possible.

Publications: Books may only be purchased through the prison commissary and are sent directly to the prison by the book vendor. Magazine subscriptions are mailed directly to the facility address from the publisher.
