Ever since former U.S. President Richard Nixon declared the War on Drugs in 1971, there has been a sharp uptick in drug-related arrests. A 2020 Prison Policy Initiative report indicated that one-fifth of the incarcerated population — approximately 456,000 individuals — is serving time for a drug charge, and a study conducted by the National Institute on Drug Abuse found that 65% of the American prison population has an active substance abuse disorder.
