David L. Garlock is a successful returning citizen, reentry professional and criminal justice reform advocate. He is co-chair of the Lancaster County Reentry Management Organization, a member of the Pennsylvania Reentry Council, and a 2019 graduate of JustLeadershipUSA’s Leading with Conviction fellowship program.
